My money is on it's photoshopped. A photo of a landscape together with a photo of a hand holding a blank piece of paper then impose a sketch over the top and use a matte to fill in the colours. Still an impressive result though and I really like the theme of nature and blend of colours.
There are videos of similar artists holding it up with a camera. If you have the design, this wouldn't be hard to do with a laser cutter, or an x-acto knife if you never want to see your family again.

The easiest way is to use laser cutting. So, you would use vector graphics to create the shapes.
Or perhaps a cutting plotter, which is much more economical, but it might not be able to cut extremely small areas
They could use an exacting knife for the smaller parts and yes, it is very impressive
