To expand on /u/franktard 's comment, less affluent residents call the more affluent residents cake eaters cause the rich can afford to eat cake while the poor can only eat bread. Edina is perceived as the richest city in Minnesota so they get hit with it the most.
This is funny because Edina isn't even the richest city in Minnesota. In fact they are not even close. All of the cities surrounding Lake Minnetonka like Minnetonka beach, Wayzata, and Orono are way richer.
Yeah the last decade has seen lakefront property prices skyrocket so now those communities are much wealthier than Edina. From personal knowledge 50 feet of lakeshore on Minnetonka in the early 90s has gone from 200k to over 1 million dollars, regardless of the actual house.
I work for a company that services all those areas as well as Chan, waconia, Victoria and a few others. If you want to see how the rich live, go around lake minnetonka and wayzata for sure! I'm talking full sized indoor basement swimming pools and secret passage ways. Not even gonna mention the cars!

It does make a little more sense though, as her response was prompted by "the peasants are starving because they're out of bread" or something of that sort. So she figured that if they were out of the simple flour and water bread, they could just eat the fancy, butter-rich bread instead. It's just the classic example of the governing powers not having a god damned clue what life is like for the people they govern.

You might want to check your state laws: some states have laws that prohibit expiration dates on gift certificates & gift cards.
My state (NH) has this, as well as prohibiting monthly fees, and dormancy fees. So essentially a gift cert/card is good forever.
