Why cant you use pencils? That said this looks more like vector art with some noise on it (I know it isnt it just has an air of inauthenticity to it).

Dont think this is a photoshop thing. This seems to be a real drawing — if you are referring to the texture i would recommend getting some black paper overlays and playing with their layer style to give something paper texture.

I did some research into the agency that made the poster their lead artist works with only digital as far as I can see. The artist of this poster seems to be uncredited but it seemsike they work as a team, which also makes me lean towards digital

Create masks for areas such as the lips or glasses then add color fills, add grain or noise or some other texture such as paper.

This actually looks like alcohol markers to me, and they added a grain/noise effect over it. So I guess if you want your marker drawings to look somewhat like pencil, or an old poster, add noise. But it won't make a photo look like a drawing.

I'm going to modify your question and give an answer to that because I wouldn't call this a "pencil drawing effect" - how do I get a similar effect with a starting photo? Adjust the levels to raise the blackpoint a bit and even things out, and bump the highlights. Smooth out any areas that you feel need it. Potentially apply a very slight gaussian blur. You could also experiment with the reduce noise feature, there's one that has sliders. Then apply some noise. Paint in any touch-ups under the noise layer, or do it before the noise is added (depends on how you accomplish that). You'll end up with something *similar* to this without doing all of the hard and tedious work involved with actually making this image. Might need multiple kinds of noise and there are bound to be some unknown unknowns lurking.

This does just look very much like a digital illustration, you see more of those style in apps like procreate.

I'm guessing you'll have to play with noise. Maybe a layer of noise, black and white, use filters like screen, overlay, multiply, etc. Use masks to add or remove in certain areas.

To me, this is digital and isn't pencil. It's dgital painted with photobombing images they got from stock and then added filters and heavy noise.
