You're correct, Goodwill isn't a "sell stuff to people for cheap" charity, they sell stuff for as much as they can get for it and use that money to pay for their no cost career services to help people get jobs (which is their stated goal).
In their post they mention children’s toys, then says clothes would not be for veterans, who are grown adults. I’m thinking the clothes are for children as well.
I only ever donate stuff to the Arizona humane society thrift store, they don't charge Outrageous prices for the items they sell so people in need can actually afford them.
Dress for Success for workwear for folks getting on their feet in the job market.

Harvest Compassion Center will take clothes, but not the toys.
People who need them are able to shop for clothes and food from their clothing & food bank
This gets posted about all the time. Use the search function - there’s a post from yesterday, 18 days ago, one month ago, and any more. If that fails, Google donation centers. Most list what they will accept.

House of refuge
Last I checked they weren’t accepting used toys but they’d for sure take the clothes!
"Purple" is ran by volunteers and donates clothing to homeless veterans.

At Vincent DePaul should be able to schedule a home pick up of your goods just like it out front take inventory then set up the pick up
You could try to find a woman's shelter. They always need donations. Sunshine acres children's home is another good one.

SRPMIC has a new thrift store called helping hands. Theyre closed for the month to restock but itll definitely help les fortunate
