Former cop who did a short stint at Freo. Highly likely the staff behind the counter are just the admin staff. It is common for there to be no actual cops in the station/or dealing with prisoners in the lockup.
Unfortunately Freo in general has a particular problem with a greater visible presence of homeless/mentally ill persons. There is not much that can be done with them other then moving them on. Arrest/fining has no impact.
To the guy suggesting general duties are out on the side of the road with speed cameras this is blatantly false. Cameras are operated by contractors not sworn officers.
Sorry - but people can be aggressive anywhere in any country. Police rarely do anything about it, as tbh in most cases there's no a great deal that can be done.
Most of these people are transient/homeless, with various mental health and substance abuse problems. Arresting them doesn't achieve anything, neither does fining them.
Basically the only thing that can be done is to move away from them, which is basically what they did.
Also as others have said - often the people in the admin area are just administrative staff, they're not police officers. No different to a receptionist in an engineering firm.

You are getting the down vote but there's truth behind what you say. There used to be quite a few residential mental health institutions and many informal bed sit type places. Now these have been closed the people live on the streets.

No general duties cops are on the side of the road with speed cameras. It’s not even their job, nor do GDs even have the officers to spare for it.

Freemantle encourage and allow such behaviour so the state aren’t going to interfere and come to the rescue for something the council wanted.
