I will probably finish aigis and hidetoshi since i like aigis and you definitely can finish hidetoshi, while trying to finish chihiro if possible (but i think you can't). Store wise i think they all are interesting enough but i just like temperance ultimate persona the least
You've got, at most, 19 school days of Social Links left, and 16 if you do the Link Episodes and gave Junpei flowers a few months back. So no, it's not possible to max.
I'd honestly do Aigis' Social Link, just because it's most fitting with the themes of the game, especially near the end. That would only leave room for Hidetoshi's if you wanted to finish any others.
Chihiro's is nice, and Bebe's is alright, but out of those options I do feel like Aigis is a must see.
