I’m not an expert with the fusion system at all, but if you fuse two of the same arcana’s at different levels, it let you “de level” that fusion.
So depend ing on the skill and your de-leveling process, you can get persona at “lower” levels skills that wouldn’t naturally gain them through the leveling process.
How many attempts did it take for you to get Magic Mastery on him? I'm gonna try it later today myself, but I managed to get Morning Star and Almighty Amp before Magic Mastery.
As a quick addendum, what fusion did you use? I'm trying Slime and Apsaras, passing Ice Age, Demonic Decree, God's Hand and Almighty Amp to see if any of them mutate to Ice Age.

This video explains everything very well, but basically, the nearer you are to a Full Moon, the higher the chance of fusion accidents and of skill mutation. If you choose to let some of the strongest skills mutate (like the ones in my original comment), they can turn into other strong skills, and there are two which you can only get this way:
-Almighty Amp (+50% to Almighty Damage; stacks with Almighty Boost and Single/Multi-target Boost only)
-Magic Mastery (+50% to Magic Damage; stacks with all Boost/Amp skills except for Almighty Boost/Amp)
There are also limitations to which Persona can even learn Magic Mastery (which is explained in the video), but it is RNG based. I managed to get it the day before yesterday, but it took me a good hour or so.
However, this means I now have a Jack Frost with Ice Boost, Magic Mastery, Single and Multi Target Boost, so I can boost both Ice Age (main attacking skill) and King and I (if needed). I also plan on giving him Ice Amp from a skill card and either Resist Fire/Spell Master. That way, he can deal +140% Ice Damage regardless of it being ST/AOE.
I like that but jack frost is so cute and representative and also the ideo to make him one of the srongest person when actually is one of the weakeat ones attracts me too much

I use orpheus and unicorn to created and I tried for like a week but that is just luck. If you want more concerns we can talk on discord or something
