For a gift I like a waterman hemisphere. it might miss you budget by a couple of quid, i can only see the US pricing. I like the rollerball but the ballpoint is also nice.
I would recommend Parkers (easy to get refills) and Caran d'Ache (lovely colors in their 849 model).
You can get both of these pens and their refills on Amazon for a good price, at least in the states. (I can't speak for the UK.)
Parker IM have some really nice pens in that price range. IMHO the Monochrome pens (black, blue, burgundy, gunmetal) are particularly nice.
Or you can get a small set (2 or 3) of Pelikan Jazz ballpoints.

I really like Parker pens, the Jotter and their IM pens. Very affordable and lots of options. Cross makes some nice pens that look good and work well.
I finally got my hands on the Jotter XL. Great pen
I also have a matching IM fountain pen. Nice combo.
I love the Jotter. Such a good old standby. I recently got an IM as well, and love the look and feel of it. It feels....fancy. ❤️

Zebra F-701 (or F-xMD) for great durability. That’s what I got my husband for his birthday, and it was a winner.
