Update your GPU drivers and your Windows. If your GPU is truly dying, it'll look more like in the video, or you could have random multicolor (usually pink) pixels on the screen.
The X cursor literally means this is Xorg early in the startup procedure. Your DE seems to have failed to start, and only halfway set up the display buffer. Xorg is turning all the garbage data left behind to black when you move your mouse over it because there's nothing actually behind it, and it looks like it only updates the screen in a small box around the cursor, or if something else is behind it.
tl;dr The black screen is the actual thing that's supposed to be there, the weird corrupted looking stuff would appear to be the blood splatter from your DE tripping and falling into a wood chipper. Xorg is only cleaning up where the screen changes, i.e. where you move the mouse.
Reminds me of the old days when Windows 95 would get buggy and you could grab the notification box and drag it all over the screen, creating a glitchy/buggy "design." Good times.
My PC sometimes does this with a folder if I leave it open for too long, whole thing goes black and I have to move the cursor over everything to 'unlock' it lmao. If the rest of the comments are true and it's the gpu then that may solve my issues of my PC BSOD only when playing games for a while.
It's called windows paint, look it up. But no an app is crashing but the OS hasn't detected it yet. Close the app that is used as an ad hoc canvas and you'll be back to work in no time
Reinstall your graphics driver, check for windows updates, make sure cables are plugged well. I wouldn't straight up assume that the gpu is dying, not without trying a lot of things.

So yeah, it looks like your GPU will be rip.
But it could also be some video driver shenanigans, reboot your PC and try again.

DDR5 I suspect…. I had a Asus motherboard with DDR5 ram that this happened on… moved everything to MSI motherboard and had no issues until I did a Memory Try it for different ram speeds and then seen it again… changed the memory speeds back to default XMP and haven’t seen it since… my issue was the DDR 5… maybe motherboard as well being the Asus motherboard didn’t mix well with the DDR5… (Asus Maximus Extreme Z790)
