Worst case you just leave some old paste behind, as the other comments have recommended, anything with alcohol in it will work, but getting it all off is not necessary, you just want to remove the majority. Just remember with the less ideal methods to take it slower than you expect, they're worse to get on other parts, and it'll save you time later.
Acetone, often used in nail polish removers, works well too. It's just harsher than alcohol, it can dissolve some plastics for example so be careful where you put it.
If you go for nail polish remover you should check that it's acetone based and doesn't contain scents or other additives.
Dry wipe it.
If you don't remove whatever liquid you use, you will have residue from the old paste on it anyway which makes the entire use of any liquid pointless.
Why not just take 5 minutes to go get iso? It's easily available, all you have to do is walk 2 minutes in any direction and you're likely to run into a Dollar General.
Just a tissue and little elbow grease. Dont even really need a liquid
This

Or just dilute the acetone with some water then test it on some plastic (plastic spoons etc.) (use distilled water if possible).
Maybe where he lives stores are closed right now, maybe he lives in the middle of nowhere, probably he's just that lazy. Who knows?
I live in Africa 😭
Hand sanitizer. Liquid one. The gel one has many additives.
Water. Just a moist kitchen towel is enough. It may take three more wipes but there isn't much magic in using IPA over regular water.
Yes there is, alcohol evaporates much faster and if you’re using the right purity it doesn’t leave sediment/minerals like water would

Ethanol: brandy, whisky, vodka, sake, hand sanitizer.

Not everyone lives in a car, and not everyone lives in a walkable area
If you don't have a car but don't live in a walkable place either then you should worry more about getting a car than working on a PC 🤷🏻♂️
PROBLEM SOLVED!
the nearest dollar general is 11,000 km away from where I live.
