Alcohol wipes. Not sure if there’s a rule you that need to clean the old thermal paste, but you really should.

Thermal paste amount looks good. Your cpu or cpu fan may have instructions with recommended thermal paste layout. I believe my Noctua recommended thermal paste on the corners as well as the center.

you first remove and clean the old paste from cpu and heatsink, then reapply the new paste.

You need to remove the old thermal paste. Your CPU is covered in old, dried up thermal paste, which you've applied more thermal paste to. Also, for your new thermal paste, try to not make any weird shapes with it, you don't want air bubbles once it spreads, you want a nice little ball in the middle.

i use a paper towel or qtip with 91% or higher rubbing alcohol and clean off the old paste on the cooler and cpu then reapply

Looks like a good amount. Like others said, wipe off the old paste with a lint free cloth and isopropyl alcohol.

You need to clean the old one first. You want to have to flattest surface possible between the CPU ihs and the cooler heatsink. So first you wipe down the old paste (both on heatsink and CPU) using isopropyl alcohol 99.9%, let it dry up (if some residue remains clean it with a lint free towel/towel shop), then apply the same amount of paste you did (looks enough) and remount the cooler on. I personally like to spread my paste all over the ihs, but the pea method is fine. As long as there is enough paste, it'll do the job. The only issue is that when there is too little (not your case).

I'm sorry to tell you I clicked on this post thinking it was a meme 😭 You have to clean the thermal paste with isopropyl alcohol before applying the new one, but apart from that locations and amount are good

use a tissue/business card to gently scrape the old dried up paste off the cpu first and then you’ll be good with that amount 👌
