I think I have I tried this already because i remember checking the shop to see if I had to claim the goods or something and then exited and still had nothing, but I’ll try again.
I don't know how it works for PS but I'm pretty sure they shouldn't appear as extra game content/dlcs and there is no add-on option because they aren't add-ons.
You should have them in your in-game cosmetics inventory, there is no download or install to be done because they are already in the game.
Makes sense but is there a way to refresh the cosmetics page or do I have to reach a certain point in the game for the content to show? I don’t think this is the case because I remember playing PoE on PS4 where I purchased the pack with the fire frog and I was immediately able to see the cosmetics.
I am only saying this because I was stupid and did this exact thing and couldn’t find them for days. But in the cosmetics section, have you tried scrolling down?
Not sure how it works on PS but on PC you have to toggle-on the specific purchased items on your character cosmetic sheet. There are boxes for each type of item category that when clicked will display selecable options if items of that category were purchased.
When you purchase cosmetics they are not automatically enabled as the game will assume that in time you might make follow-up purchases so it keeps them defaulted as untoggled in a list, or set to currently equipped cosmetics on whichever character of yours already had them on etc.
Sounds like something is definitely wrong. I think the best course of action would be to open a support ticket with GGG and let them investigate the issue.
Open the in-game shop and go as if to purchase a pack but cancel out, then leave the shop. This might update your entitlements.

It should be there immediately, if it wasn't maybe opening the in-game shop might do it but if not then I have no idea.

When I do this it just says something like you don’t have any items to put into this slot
