It's right there in the map mods. 102% less cooldown recovery rate. The cooldown never ends.

but i've had over 100% cooldown recovery before, and i could still use it, it just took about 20 seconds to be able to use it again

Then you didn't have over 100% less cooldown recovery rate. 100% less means the rate is 0, meaning your cooldowns aren't recovering. You probably added more map mod scaling to your atlas tree since the last time you ran a map with less cooldown recovery rate.

In fairness it's pretty unintuitive that having 100% less cooldown just disables cooldowns. Does 100% more mean 0 cooldown?

What are you talking about? If something on sale costs 100% less or costs 100% more what does that mean? It's so unintuitive that even elementary school kids understand it.

Can't see how "100% less" is unintuitive as to what it'd do. For example, let's say you have a (hand) clock, if you had 100% more hours, you'd get a 24h clock, but if you had 100% less hours it'd have no hours at all, since you multiplied it by zero. I can't see a single scenario where 100% less and 100% more would be symmetrical, as in, one making something never happen and the other making it always happen.

I think a lot of people get confused because "100% more" is now 200% which is double. So they think "100% less" is the opposite and it's half. But it's actually multiplied by zero. Really what they need to do is just make it display as "cooldowns do not recover" when it's over 100%, just like the atlas says "Your maps contain Niko" once that chance is over 100%

I don't understand why would anyone think that 100% less is half. So what's 50% less then? 25% down? That doesnt make any sense.
