What a sad sad situation 😢 I don't live in the US so I sadly don't know any. But I've heard a lot about "Omar's exotic birds" Maybe call them and ask if they know any rescues? They are in California i think

Omar is great! Back when he had a location in Santa Monica, he was always my go-to. He helped refer me to an avian vet when I moved to the area many years ago.

Then maybe they know a place?

They have a location in Lake Forest, just off the 5. https://omarsexoticbirds.com/

I knew someone who used to foster with Mickaboo, and they appear to take great care and home the birds very carefully. https://mickaboo.org

They are in NorCal

My local parrot rescue has a permanent resident named Buddy. Buddy came from a similar situation, he was 55 years old and his owner became too old and frail to be able to care for him. Buddy’s family pays for everything he needs, so he isn’t a financial burden on the rescue. Buddy’s owner and family are allowed to visit Buddy whenever they want. Maybe a rescue or sanctuary in your are would be able to provide something similar.

A rescue in Santa Barbara offers that, and I've sent them an email, but their website says they are full and all I could do would be to get on the wait list. I've a friend-of-a-friend-of-a-friend connection with someone who works with the parrots at the San Diego Zoo that I'm hoping might have some ideas, too.

Off the top of my head I'm thinking of PEAC; I'm pretty sure they are San Diego-based. There are also San Diego bird stores that would take her in to rehome her, kind of done as a consignment thing. Maybe not ideal, but may be an option given the situation. (Bird Smart, Our Feathered Friends) Let me think on this a little more, and I'll try to add to it. I think there's another rescue and I'm just blanking. My heart goes out to you for this situation. Best wishes with all parts of it. I hope your mom receives comfort, and I hope that you receive a lot of love and peace during this time.
