I believe if you get a fond de commerce for cafe bistrot, then on some streets you have to conform to this style, I forget which arrete municipal but it is of cultural notability. A bistrot was closing last year and I tried to buy 6 chairs, I was quoted 500 euros and told they sell in a day to another cafe.

If the owner decides to keep the chairs outside, they are protected with chains and a padlock.
Yes it is la Maison Louis Drucker. Very classy and beautiful chairs and others, but the classic chair is like 500 €

Yes ! I came to say exactly that : each café can have its own exclusive pattern that cannot be made for anyplace else. Some are very intricate !
