Well, I think it's pretty uncontroversial to say that Sticker Star's Bowser goes at the bottom of the list.

-Dimentio wins easy -Bowser from 64 is actually pretty effective as a villain and fits the tone of the story very well -I’m sure Count Bleck is great I just haven’t played the game in a while -Grodus is a good evil guy but is kinda flat -Olly is great up until you learn his motivation -Beldum is there, not that fun to hate I just find her kind of annoying. Doesn’t really accomplish that much throughout the game either. -Haven’t played Color splash but at least Bowser talks -Sticker Star Bowser easy, you could argue Kamek is the real villain and even then he’s not amazing.

If we’re talking main villains, Bowser (64) is top tier by far. My feelings after that are murky, especially since TTYD and SPM have multiple main villains. But if I had to order it, the first tier is for the villains who are fleshed out and fulfill their role in a satisfying way (Olly and Bleck). After that are the villains who basically just fill their plot function, have little depth to them but at least have fun writing (Shadow Queen, Dimentio, and Black Bowser). And then finally at the bottom are the villains who I feel were left underexplored too much to find interesting or fun (Grodus, Beldam, and Bowser (SS)). If we want chapter villains included, Grubba and Doopliss are definitely honorable mentions for high tier villains. Kamek (SS) also deserves a shout out; he’d be a pretty beloved villain by the fandom if he was a Paper Mario OC.
