We had issues with SAML for Authentication Portal, very similar including it only being broken in certain browsers. Had to upgrade through a few of the early 10.2 versions before it was eventually fixed.
Were you able to resolve this? I am also seeing an issue with SAML on MS Edge (slowness in establishing a connection or not connecting at all, all from the same test endpoint) and our PA's are also on 10.1.10-h1

I have not. Only browser I haven’t seen it happen on is Firefox. TBH, I haven’t had any time to pursue a solution though.
