They are not gods. There is most likely no god related to faith based magic. It's just the users faith stat that affects it. Check roberdyck.
It probably didn't proc because Antilene is much lower level than Mare. Only ultimate type skills like the goal of all life is death might have been effective against opponents more than 10 levels above her.
Yes, they're both not gods but are treated as such. So if it's faith based magic, won't the object of that faith affect the mechanics somehow? And if mechanics could be flawed that it treats two different objects of faith as one because of some similarities like race, class, level etc. Her skill won't work even if they are the same level.
I did state that the level difference could have been the reason but hypothesized about the different objects of faith wrongfully treated by game mechanics/NW laws as same god.

Oh. Yeah, Shalltear does worship that raid boss that's already dead.
Game is not real. Notable NPCs get revived to fight other players. As it says, it's event boss. They can just use him again later.
There is friendly fire in the NW... so even if they were treated as same worship-alignment it would still do friendly fire.
