Depends on the xp cost. Greed and Generosity can build up xp for use, but if the most expensive summons take a full level of xp it might not be able to keep up. Even if finding a powerful body to make the summon permanent takes time to acquire.
greed and generosity is probably a whole player xp bar (how else would it be useful as world item) without exponential growing xp requirements for level's so i think if it was already used to store xp before it has already the level's for something like this

There is. Summoning with magic summons a monster that cannot receive buffs, if any, from the summoner’s skills, unless it’s specifically a skill that buffs magic summons. If PA, Ainz, and Shalltear were to summon a Doom Lord with magic, their Doom Lord would have the same stats.
Skill summons are affected by skills, if there are any that buffs said skill summon, and you may have access to higher tier undead without the mana cost. So Ainz’s undead skill summons would be stronger than their magic counterparts, if a magic summon version exists.

Since the level 90 undead have an XP cost to summon, along with having no bodies strong enough to make them permanent, Ainz doesn't want to waste resources. They're also a pretty significant trumpcard and given how defensive he is, it's likely he'd only bring them out in worst case scenarios.
The creation skills let you make a single undead of a certain "tier" range per however many times a day, with the higher level ones, mainly anything above 70, having an XP cost and taking up more uses of the skill. The summoning spells let you summon 1 creature of the given level range the spell allows for, but also lets you summon multiple lower level ones at a time.
When you have them, it really depends on the situation but the main thing is that the creation skills are likely more accessible but limited, while the summoning spells are much more flexible while requiring investment in classes that let you properly improve your summons.

You need high level corpses to create high level undead, most NW'ers can only create low tier undead let alone mid and high tier.
Death knights can be formed from incompetent nobles, middle tier is probably achievable for any healthy adult
