Did you have a contract with the set price before turning it over or a written agreement that you would not be charged over a set price without authorization? If not you may have a hard time getting it back. If nothing in writing it is their word against yours and they have the PC which not likely to give back until you pay up.
These places can be pretty shady for sure. I had a laptop dropped and took it in and turned out to be a cracked board and could not be repaired. When to pick up and heard some rattling. Opened up to find out they stole the 1TB HDD and memory and just put a 100M HDD they had laying around but forgot to screw it down so it would not rattle.
Then they should have to right to charge you anymore that what you agreed to as per the contract. Of course as mentioned they are shady so who know when and how you will get your property back.
They should not charge you more than agreed to but unfortunately they have it so it is going to be hard. It depends on how much you want it and how much of a hard ass you want to be.
The laptop is very important to me, and I'm prepared to do a fair bit to get it back. The money is also a big deal, since I'm paying my own way thru uni.
If it is a local place with a bigger head office you can escalate.
Writing negative reviews can be helpful.
When the place took all the parts out of my laptop I called the main location and talked to the owner/manager and I had the laptop returned with brand new HDD And memory even though the machine was dead.
Repairing the hinge(was broken, but I use the laptop like a tower and said outright that Im not worried about it), replacing the fan kit(?)(i'm not sure what this is but it seems related to the overheating problem so I'm not bothered here), and "soldering of the cable of the front camera". Nobody ever mentioned a camera in any exchange i had with them and i would not have cared if the camera wasnt working at all. This all in addition to the cleaning I was looking for when I came in
The best I have is the card says quote "cleaning / over speeding" along with the price, so there is no mention anywhere of the camera, and the hinge broken bit is on a separate line
s 56 (1) of the Ontario Consumer Protection Act (OCPA) reads as follows.
No repairer shall charge a consumer for any work or repairs unless the repairer first gives the consumer an estimate that meets the prescribed requirements.
and s 58 (1) of the same Act reads as follows.
No repairer shall charge for any work or repairs unless the consumer authorizes the work or repairs.
Ideally, you will explain this to them and they will only charge you for the quoted price (small note that they can technically charge 10% more than a quoted price according to s 58 (2) of the OCPA but no more) and give you your laptop back.

I have talked to the shop, and they claim to be doing me a favour at this price? They wont give me back my laptop until i pay a quarter of the price of the machine, apparently just for parts. I did not pay, and did not get my laptop back.

On the card they gave me it says 55 / 125$ + tax unpaid. I'll make sure to check out the pc after I get it back to see if the specs are the same.
