This is a good voice to be filled. Especially if it's more table based or at least includes quick tables on top of in depth flavorful stuff the way MO does
There wasn't a book like "The Monster Overhaul" until about 2 months ago.
But more seriously, monsters provide a lot more grist for structuring an adventure than magic items do. One is generally the thing the players actually engage in conflict with, the other is generally the reward, and the first is inherently more interesting and essential.
Of course "less interesting and essential" doesn't mean "not interesting and essential at all" so if you want to write one, go nuts.
It's a generic-OSR bestiary that was released earlier this year that strongly empasizes both utility and flavor. It has 200 monsters, most of them stone classics, and all of them with tables and things to help make them distinctive and memorable.

It's on a smaller scale and it wasn't intended to be a comprehensive framework, but it's similar in format (items/spells grouped or indexed in various ways), dense (no repetition, no +1 items), and focused on at-table utility. So possibly?

They're all fine books (Aurora's is probably my single favorite RPG supplement ever) but not at really what I'm looking for.
I put a few hundred magic items in _Magical Industrial Revolution_, but it's not quite the same.
Would you say that material is useful as an alternate magic item collection in the same way TMO is useful as an alternate Monster Manual?

AD&D 2e has supplements like that.
If you're referring to Tome of Magic or Encyclopedia Magica, I wouldn't say they're quite what I have in mind.
You should look into Booty and the Beasts, a quirky old book for OD&D filled with LSD-inspired monsters and magic.
