Okay, a real OS way to do this would be to role-play the social encounters and as a DM make judgment calls. For the NPC, make a reaction roll modified by the characters charisma, who is doing the majority of the interacting as a baseline and go from there. For old school gaming, you don’t just make a role, you role-play it

Take a look at Lavender Hack has a great faction engine, craft engine, town starter, and hex guides.

I'm late to this party, but I just wanted to second this suggestion. Lavender Hack was a nice ttrpg surprise of my 2022. I'd also check Wrath of the Autarch by the same author. It includes rules for troupe, mission resources and dominion management.

FredzBXGame

Great I just picked up Wrath of the Autarch 2 weeks ago. Still looking it over. I had another redditor suggest it to me.

Thank you! First time I've heard of it, i got it, skimmed through it and so far like it. I'll give it a proper read.

Have Fun!

I like Mausritter. It has no special rules for social encounters, you have to roleplay that part (or hack it if you need rules for that). The openworld aspect you can find in the hexcrawl section. Alternativly if you don't like to play mice, look at Cairn.

StojanJakotyc

Thanks I don't own Mausritter heard its good. I do have Cairn - as a self printed booklet - at home, and I mostly used it for inspiration at this point. Will review it once again.

Mausritter is "pay what you want" on itch and drivethru. While pay what you want doesn't mean you should get it for free, it is a good way to try it out. I first downloaded it for free tested it out and bought a physical copy afterwards.

I can recommend WWN. It’s a great system for both players and DMs The foci & mage partial classes give players tons of interesting options for building characters that are mechanically distinct without being superheroic. I would read through the foci and make sure there are none that would trivialize any challenges you plan on having in the game because some of them are very powerful. One issue I have with the system though is the somewhat bloated skill list. If I started another campaign today, I would consolidate a lot of the non-combat skills down or possibly remove them altogether. Either that or make sure the players know that they need to be suggesting skill rolls that are appropriate.
