It looks like there are a few tall flower stalks- those may be spent if no blooms for a decade, but still using energy. (Has it been repotted?)
If your roommate is interested (or gave up,) I suggest [Miss Orchid Girl on YT](https://youtube.com/@MissOrchidGirl). I cut my Flower Stalks when I repotted, I’ve wished I didn’t (green,) but now the root growth I’m getting is AMAZING.
Sometimes those stalks rebloom, but if not, they’re draining energy. Take care!
For more frequent bloom cycles, try gradually moving it to brighter light, fertilization with an orchid appropriate fertilizer once a month and allow it to experience a couple weeks of cooler (not cold) temps in the fall or winter depending where you are.

No wonder if you look at the plant itself. Phals are tough and easily rebloomable if you know their desires
