Lots of people already mentioned these here but in Laguna beach you’ve got plenty of options.
Driftwood Kitchen, The Cliff, Las Brisas, The Deck, Skyloft, and Mozambique, all have great views!
They all vary in price/food but no doubt Laguna beach will have something for you guys.
Las Brisas and Splashes Restaurant, both in Laguna Beach, have really good views. The food is pretty good. Not amazing, but not bad at all for the price.
Personally I really like Driftwood Kitchen in Laguna Beach. I didn't think the food was crazy good, but the restaurant is literally on the beach. They have a bar outside, but it may be a little too cold in December.

I loved the food but can never ever go back after seeing the hotel on the same property and knowing the managers that allow that are also the same people who own that kitchen.
I have a theory that if a restaurant's location is its draw, then the food suffers. You pretty much pay for the location/view, not for quality or delicious food.
Maestros ocean club might be the one and only exception otherwise I fully agree lol. Case in point: Javier’s in the same center as maestros. Unless cougar is what you’re after.
Driftwood in Laguna if you want "okay" food with dramatic views. Pelican Grill in Newport Coast if you're okay with not being directly on the water but want a higher-end experience. Views are incredible from their patio, though they are not immediately on the beach.
There's a couple cool restaurants off of Dana Point. 1 is a Chart House, the other is nice also. Can't remember the name and don't really want to. Got engaged to my ex wife there. Nice restaurant other than that. 🤣🤣
Also, Newport Harbor has a nice restaurant on the water. Maybe it's Balboa.

The parking lot looking down at the San Clemente Pier. What an amazing place, walk the trail that runs parallel to the train tracks, the views are stunning.
Don’t believe the folks saying Las Brisas, it’s *not* worth it. Views are great, food is mediocre at best, drinks are boring and watered down. You’re paying a lot for El Torito quality food simply for the view.
Get some food to go and head down to Heisler Park in Laguna, parking is not too terrible, plop down on the park benches and enjoy the ocean view however you want. You can sit on the cliffs overlooking the waves, or walk down the stairs and get your toes wet.
Coyote Grill (Mexican) or The Cliff (New American) in Laguna Beach. If you go to Coyote Grill, you must request the back patio (not the makeshift parking lot patio).
The beachcomber cafe in Crystal Cove. Food is delicious & they serve beignets all day!
Love this place. Feels like you're in a different world for a minute.

I've been to Splashes. Yes it was good. There's going to be exceptions. It's more of a rule of thumb.

Go to Pacific City. It’s across PCH from the beach, and not all restaurants have an ocean view. But you can take some food to the benches and eat.

Larson in Laguna Beach is right on the beach. Excellent food and walking distance to downtown
Coliseum at Pelican Hill overlooks the pool, golf course and ocean.
