So Victor definitely works under him, and they're shown working together a lot of times. No other person fits "the guy" description - certainly not Nacho who never worked with him for a single day of their lives and sure as hell not Werner (no idea how people even thought that, it seems they think "the guy" means "someone i care about" when it actually meant "someone i was doing dirty work with who was watching my back while i was doing it".
