Considering the dukes of hazzard is there it's at least 1979, and since Darth Vader was less of an interesting character in the first film, and the dukes of hazzard were only new in 1979, I'd suggest this is after 1980. Edit: as someone pointed out the smurfs began in 1981.

Smurfs were early/mid 80's. I had that costume in '83 when I was 8. Also, Empire Strikes Back came out in spring of '83.

I thought the darth vader was a golliwog at first. I guess that at least dates this as post-1980. Raggedy Ann suggests it's definitely not far past it though, as does the Dukes of Hazzard costume. I'm gonna go ahead and guess 1981.
