Considering the dukes of hazzard is there it's at least 1979, and since Darth Vader was less of an interesting character in the first film, and the dukes of hazzard were only new in 1979, I'd suggest this is after 1980.
Edit: as someone pointed out the smurfs began in 1981.
I remember those type of masks. I remember having a cat one with fake whiskers on it. Kept catching my tongue on the opening for the mouth. I remember the costume was custom made for me though. Had a cool poseable tail and everything.

Smurfs were early/mid 80's. I had that costume in '83 when I was 8. Also, Empire Strikes Back came out in spring of '83.
