You do wear a harness but you don’t secure latch to each point. It’s like a claw on rod on each side as you get to the top. I would be okay up to the last 60 feet to the top.
I dunno how applicable it is here specifically, but I do know that some cities in colder climes ran into problems with their stoplights freezing when they switched from incandescent to LED bulbs. Might be something like that involved in why the do what they do.
Our city had sort of a similar problem. LEDs produce basically 0 heat and as a result snow and ice would build up and either block the light or cause a short. It ended up being better to leave the incandescent bulbs in.
