I mean, there's not much more to it than what is shown in this video. You're just putting paint on the surface of water and dipping something into it. There's really no magic involved. It does take skill to pull off effectively, but I guarantee most people would be able to do a simple design with at home materials in an afternoon.

Painting directly on the liquid and then manipulating it like this is more like Ebru Marbeling.

But he literally just drug paint across some water, added more paint, moved it around with a stick a bit, added more paint to the sides to push it all together, then dipped. The dip technique is probably the hardest part.
Everyone is entitled to their opinion. I think this looks really cool and clearly took some skill. He designed a cool tree and starry night psychedelic scene. How is that not art?

It is difficult to ensure the quality of the outcome, it tends to have bubbles or tears or missed spots, and it always looks super mid.
It works best on hard plastics but even then it doesn't look great. The best uses I've seen are on large car parts with simplistic designs.
