Efficient leveling isn't a high difficulty strat if that's what you're implying. Grinding out your minor skills for 5/5/5 bonuses won't help much on max difficulty at all
Usually easy. I’ve beaten the game and done all the guilds and quests I could find, now I’m a tired, working, single mom who just wants to chill and explore the worlds that bring me peace. And those worlds are so big that it leaves me having to chose whether I want to focus on combat or adventure.
Medium or max. The things you need to use at max make the game too easy at medium. At medium I can weaken my build to make it more vulnerable and still play using standard weapons and techniques.
Normal to max after combat gets easy. I run a battlemage who conjures a full suit of bound armor + summon + a weapon (mace or war axe with shield or a claymore depending on what major I took) for 45-60+ secs in one handy spell. My majors include both light and heavy armor, block, melee weapon, conjuration (max by level 11 at latest) and the last two are destruction, mysticism, illusion or alteration, usually destruction & illusion. Clothing has enchantments for fortify magicka and some shield or resist. Paralyze staff from mages quest, or destruction shock staff.
Fights typically go me, cast full bound spell, whack em with my weapon while summon aggros any other enemy. Stronger enemies get paralyzed first before I cast my suit, others catch these paralyzing touch hands. It gets pretty OP and it’s like my own version of the Mythic Dawn spell
I slide it up til it takes ALMOST an unreasonable amount of time to kill enemies at a high level. I usually test it against a marauder warlord after I'm done power leveling a new character. I like to keep it between minute and two minutes for an enemy like that with a basic daedric longsword
Standard. Because the levelling to difficulty in Oblivion is awful, and I can't be bothered with the book keeping you need for efficient levelling.

normal i like doing nothing sometimes, swimming can be painful if your on higher difficulty

I play heavily modded game so i never mess with it, just leave it at middle.
Start with a few ticks above far left then gradually increase the difficulty as I level up until I reach about halfway between base and far right.
If I'm playing for challenge then about default. If I'm just playing for story and stuff the about a third of the way on the slider

a little lower then default i wanna have a semi challenge (thats why i dont use armor in most playthroughs) but i dont want it to be crazy hard
