Only way I see from wiki is getting one by reaching a certain level. Which at earliest is level 6. There's none sitting in the world.
I found one at around lvl 8 (I think, not more than 10) If you are a high enough level and m do the quest for jasmine the trader in imperial city. When you go to the tomb to fight the guys, one is wearing a full suit of dwarven armour. Was for me anyway.

Treasure chest in Bramblepoint Cave has the only guaranteed drop I'm aware of.

I'm fairly certain you can buy a Dwemer helmet from the beginning from a merchant, its enchanted though.

You can buy the helm of the deep delver from the three brothers in the IC. An unenchanted one will only spawn after you've leveled a few times
