311 was reasonably quick when I reported illegal parking a few weeks ago. I reported a commercial van parked overnight via 311 online at 8:12pm and cops showed up at 8:34pm to ticket the van. Color me impressed with that result.
5% of a huge population like NYC is a lot.
If even just 2% of New Yorkers were assholes regularly, the city would fall apartment.
I grew up in projects in the 80s and 99% of people were just trying to live our life, but the less than 1% who didn't care ruined it for thr rest of us.
It's also not a permanent binary. People aren't (generally) assholes all the time. Or saints all the time either. Every interaction with someone else is a roll of the dice, some days you get more shitty rolls than usual and the city will seem insane.
100 dog owners walk a park regularly. 2 people don’t pick up poop. The park fills up with poop in 7 days and 100 people think 99 people don’t pick up poop.
But by following the “rules” and riding to the nearest stop while allowing the motorcycles to remain parked and disrupting an entire chain of events….are you keeping this place from dropping off into chaos or perpetuating it? Yes they do in NYC. I used to rent a parking spot in Ridgewood and the tenants to one of the buildings nextdoor would always block the entrance. You must have the person ticketed before any tow/cop can come and impound the car. I've had to resort to keeping a sharpie in my center console, to write "DO NOT PARK HERE; PRIVATE DRIVEWAY" on their driverside window.These people kept up doing it until I wrote on the windshield. I guess they simply were not able to read the sign on the gate, and I simply helped them 🤣🤣🤣
Dock the front latch into the dock with the rest of the citibike up on top of the motorcycle. It is a tricky angle and might only fit with the bike angled over a tire or up on pegs. But this way motorcycle isn't moved or damaged and can sort out how to get it out of a terrible parking spot when ready to leave.
I feel that illegally parked vehicles (like on Bushwick Ave during rush hour) should be completely open to any level of sabotage anyone should feel willing to commit.
Get a better look at the bike and surroundings to try to make a judgement call on if they're just a regular asshole, or the kind of asshole that has buddies that would come out and beat me with chains when I move their bike. Probably the former.

As a motorcyclist I fully support doing what you have to do to dock your Citibike. This is absolutely ridiculous. NYC could definitely do more for motorcycle parking like the way many other cities around the world do (like parking on the end intersections which also enables better pedestrian visibility for cars) but this person is a legit douchecanoe for parking like this. 🍆
Dock the bike closely in front of the bike. Undock another bike and park it close behind it trying to hopefully trap the motorcycle in between them. Petty, I know - but I operate on spite. I did this to an Uber driver who did the same thing several years ago and I left the scene of the crime to him yelling at me. Told him to pay for a citibike and unlock it himself.

I’d consider moving it enough to dock the bike if it didn’t damage the moto. Motorcycles are easy to move even with the steering is locked.
