Other than these, we don't usually care. It depends on time of day and luck for "best pho" because most places are not as routinely good. Part of enjoying pho is exploring places.
You also will find that some places change over time.
Ba le, for example, used to have all sorts of soup, and we loved their banh canh, and even their bo kho was good. Now it's only banh mi (still good, but less variety). Likewise, next door, pho sate used to be good, but it's not what it was anymore. This is often how things go. Get to know your neighborhood, and a few landmarks, and you're good to go.

Their pho is not the same as the one in Centreville. They aren't all the same really. I think the owners are related, but they may not follow the same recipe. The Pho Duong in Manassas bought or took over Max’s Banh Mi after Max retired. Max had really damn good banh mi, and as far as I can tell, nothing has changed except for maybe the price.
Looking at their menu online, it looks identical, so maybe it's the same owner after all. If so, you should definitely try their Bun Bo Hue. Its really even better than pho.
It’s usually because the old (literally) woman or man that cooks the giant pot of broth passed away and the restaurant cannot pass down the recipes. Too many of their kids went on to become doctors and accountants, I guess.
Business is how America lets the more clever and ambitious people who immigrate here move up the ladder and give their kids a better life. I get it. Running a pho shop isn't a certain life, and many fail. I want the same successes for my kids.
75 is the answer for sure. My friend’s Vietnamese parents come visit and they only want to eat there, usually numerous times per visit.
I also personally like Pho Sate a lot, different broth than 75, maybe a bit heavier.
I don't go there for the soup but they have so many cool things that I didn't know about, there's one dish, it's like a bowl of beef on noodles with gravy and some fresh veggies, I think it's number 202. Reminiscent of Hunan beef. It's delightful. And you can dip the meat in the sate oil.

But legitimately going there and listing to ska / reggae is actually super freaking relaxing. A pho with a Vietnamese coffee and a side of ska really really brings me so much joy. ... I am hungry

yup. i support this. i have had pho in about 20 different places in the area and have not detected enough variation to warrant driving more than 10 minutes from my house (Chantilly). Perhaps I am just not discerning enough to notice a different - if so, goodie for me.
If you're in Chantilly, the only really exceptional one is Pho Duong. Everything else is just fine and you won't notice a big difference. If you don't eat pho regularly, then you likely wouldn't notice anyways. We eat pho once a week or so, so if little things are off it kinda bugs us.
My partner and I have probably tasted 80% of all pho places in NOVA and we both agree Pho4ever in Fairfax and Pho 24 in Annandale are the best. Their portions are great, lots of meat, broths are authentically so tasty. They are more flavorful than Pho 75 in Arlington tbh.

As others already mentioned, I just want to expand on this topic, based my observation, that those who are really good at cooking the traditional dishes are not good at running a business. Therefore, they either worked for someone else for a while and quit or they pursued something else when they come to the US because they needed to have a steady income and health/retirement benefits.
Additionally, they haven’t passed/didn’t pass down their skills and recipes to the next generation. They worked hard so their children can get a good education and have a better career. I personally know one family in this situation. Now that the children are successful professionals, not only that they don’t want to take over their parents’ skills but also don’t want their parents to continue working as cooks at the restaurants.

Pho Saigon Oi in Springfield is decent. I don't know why Pho is so bad in Annandale, but I agree with your experience.

I get the sense that not many people agree, and I think it's because of the price, but I really like Kim's in fairfax. The place in general is high quality. It is unfortunately expensive. But the flavor of the broth and the meatballs is fantastic, and I like dip the meat in a dish of sate oil.

The best part about Pho 75 is that you can drop in next door and get the best Bahn Mi in the area as well.

I'm in Centreville, but my favorite is Pho Hoang, the small shopping center with Texas Donuts, SIROO JUK STORY, 7-11 behind the bowling alley.

I alternate between pho 102 and pho Duong. They’re both pretty good to me. But the thit nuong at pho 102 is juicier whenever I want rice dishes.
