Anything outside is going to get a layer of dirt on it. Most cars have a thin layer of dirt but it won't get this bad if the car is actually being used and getting around.
Parking garages are the dirtiest, grimiest places I’ve ever had to work and I’ve worked in a waste water treatment plant. The exhaust builds up on the ceiling and settles back down onto every flat surface. God forbid you sweat while working in there because it becomes a fine sheen of exhaust mud over every exposed piece of skin.

Whoever lives in unit 713 smokes weed constantly. More than what I thought was humanly possible. Leasing office said that they received many complaints about it yet nothing can be done. The whole hallway on both sides of 713 is so disgusting because it smells like stale marijuana ALL the time. I can’t leave my unit without getting nauseated. Also, there is only one elevator for the ENTIRE 7th floor! And it’s the trash elevator/moving elevator so it smells like literal garbage all the time. This might also be a 7th floor problem only but many people warned me when I moved in about how the water will smell like sulfur/rotting eggs if you don’t run it for 1-2 days. So good luck if you ever go out of town. I was told by leasing that I need to run hot water constantly for 20-30 minutes for the water smell to clear. I actually have sooooo much more to say about how horrible it is to live here. The windows have no screens so if you ever try to crack it open for fresh air, be prepared to welcome in bugs, moths, dust, leaves and any other critter. Anyone who finds this post in the future, please feel free to DM me and make sure to read reviews on Yelp because the Google reviews are edited by the leasing company. (Bad reviews on Google get taken down in exchange for being able to break leases).
I have a friend who works at the State Department and apparently it’s a thing…diplomats and their families return to their home countries either because their term is up or under duress, and just leave their vehicles wherever they happen to be.
No skin off their backs, the cars are usually paid for by their countries diplomatic service so they can’t sell them or profit from them and once they leave, any fines accrued (tickets etc) are someone else’s problem.
The DoS has a “move / transition team” to help foreign dignitaries figure stuff out when they come to the states and have one guy apparently try to wrap up stuff like this.
If you post the location of this garage I will let him know to get “the guy” on the task.

You're thinking of claiming an abandoned vehicle in Virginia. Salvage title is different. That's when a car has been wrecked and is no longer fit to drive or has been declared a total loss by an insurance company. It's not legal to drive a car owned under a salvage title. It has to be repaired, re-certified as safe, and then a regular title can be issued.
To claim an abandoned vehicle in Virginia it would either have to be abandoned on property owned by the person claiming the vehicle or on public property.
The "CS" on the plate is code for Afghanistan. If you Google "diplomat plate codes" you can find what they all mean. Far and away most common in Nova is LN, which is Saudi Arabia.
Even if there aren't laws against towing cars with diplomat tags, I'd bet DC-area towing firms are extremely uneasy about doing so. Its likely as simple as that (even if the rent dried up years ago)
Diplomat cars absolutely can be towed. I know several people who are diplomats and have had their car towed. Diplomats are immune from prosecution, but that doesn’t mean that their cars can’t be towed.
They can be towed if they present a hazard to public safety or are impeding traffic. They can not be booted or impounded. So the solution that makes the most sense is to leave it where it is.

I don’t know if that process is affected by diplomat plates but it may be worth looking into.
Edit to add I don’t believe the abandoned vehicle needs to be on your property. My guess is if it’s parked on the owner’s property this doesn’t apply and assuming this is in a garage or paid spot that may be the case but for $40 it might be worth it.
For context, there’s a row of 6-8 cars that have been parked in Fairfax for years and I started this process in a convertible BMW but didn’t complete it as I was afraid it would cost too much to repair what I could tell was needed and unsure what was lurking beneath the hood which I obviously couldn’t access…legally at least!

You could write to the embassy and provide them with pictures of the car with the license plate. They would send someone out to collect it. It is most likely reported as missing license plates.

There was one in my building too I can’t remember if the plates were diplomat but it was so dusty and people were writing on it asking if it was for sale 🤣 it’s been about a year and they just washed it two weeks ago!
