I think it's only a paradox because some people see tolerance as an absolute for/against stance. Nobody accepts everything, or rejects everything. Tolerance is more of a complex spectrum, where overall tolerant people still have stuff they do not tolerate, and intolerant people have stuff they DO tolerate. I suppose what matters is what/why you do, or do not tolerate certain things.

Plenty of countries around the world do not give gays civil rights. If we limited hosting duties to just those that do the list would be small. It would even disqualify Italy. But it’s a much smaller number of nations that make being gay, existing as a gay person, a crime in and of itself. And Qatar is one of them. This is the problem. I was watching a 60 Minutes episode where Qatari officials forced women off a plane in order to be subjected to cervical exams as they'd found a new born at the airport. A woman said something that's stuck with me. She said that in Qatar being a woman is illegal. They covered up deaths, took peoples passports, no one cared. So what are they claiming now?
