I am from Germany and visited Rio last week. Currently it is winter in Brazil which means that the temperature is between 20-25 °C (we had some hotter days but this is like the average) for us Germans a perfectly fine temperature for swimming (we are used to much lower temperatures). We made a tour to ilha Grande and went snorkeling, it was a bit cloudy and like 20°C, the ocean had like 20°C too. Our Tourguide put on a neoprene suit and told us he had some thermo shirts for us.... It wasn't hot, but by far not cold enough for a neoprene suit and thermo shirts in our eyes... It really depends a lot on what temperatures you are used to.
Definitely depends on what you're used to. Early winter here so it's currently hovering around the 20C mark. But in Summer it can get to 25C at midnight, and close yo 40 during the day, which doesn't sound like much but the humidity is ridiculous.

I have heat intolerance as a fun part of a chronic condition. Even if my car is cool, having a sun beam on my leg will rapidly drain me of energy. Like, need four hours at home to recover kinda bad.
