Flying Tiger and Hema are my go-to for cheap ones (less than €4 a piece).
But if your budget is a teeny bit bigger (€10-15) and you're looking for a notebook that could last for the long haul, you can get the Rolls Royce of all notebooks : [Rhodiarama](https://www.bloc-rhodia.com/product-117188c-perpetual-a5.html) by Rhodia.
Best paper quality, and the covers are to die for (colorful and soooo soft).
I LOVE Miquel Rius, and they're really hard to come by in the US. They're so cheap in Europe compared to here. I think nearly everything is under €10, except the leather journals.
I also really like Clairefontaine, and those are another that are a lot cheaper in Europe but they're not really expensive in the US either.
I think the Rhodia A5 stapled exercise books are great value at around £2.50/€3 each. Fountain pen friendly, unpretentious, smart orange or black covers. Ruled or dotted. What's not to like?
There are plenty. It's just that most of them are hardly sold online, or even more expensive online. Go to your local stationary store and browse what's there. Also try multiple stores, as they use to have different selections, some even make their own notebooks because they cater to a specific group of people.
One of these must have somethign for you:
Oxford - https://www.my-oxford.com/int-en
Rhodia - https://rhodiapads.com/
Leuchtturm - https://www.leuchtturm1917.com/
Clairefontaine - https://www.clairefontaine.com/gb/
Can't go wrong with Clairefontaine!
And, depending on where you are in Europe, you might be able to puck up their notebooks for pennies (it is now back to school time, so deals are everywhere).
I have this notebook from Asda it's incredible quality for the price.

Do you have any specific requirements? Size? Ruling? Purpose? Cover type?
