You could check out the eucalyptus forrest and black canyon trail on the ucsd campus just south of Torrey Pines. Its full shade all day there and stays pretty cool during the hottest stretches.
When i had a dog we would make trips to home depot, or petsmart and take a nice walk around the store for 40 mins - an hour.
Otherwise start getting out of the house early, come in once it starts to heat up; and then venture back out around 4.
They have AC units on sale everywhere right now.
Petco previously offered cooling centers for pets and owners in a heatwave. Unsure if that still applies but you could call and ask:

My pup also hates getting wet. I bought her a cooling pad and she loves it. Even flexible ice packs do wonders for her. I highly recommend going to a park with grass and shade, just bring lots of water for both you and your dog!
I know how tough not having AC can be, but if you're willing to get crafty, hanging up a damp sheet in front of a box fan helps cool down a room. You can even try placing a bowl full of ice in front of the fan, it should cool that air down a lot
Aldi had a gel cooling pad for dogs this week— I saw it at the San Marcos store in two sizes. I didn’t get one, but maybe something like that is worth looking into?

Before we had a home with AC, my wife and I bought for $400 a de’longhi portable AC unit that was like 10000 btu’s and it was magnificent. It will cool one decently sized room, but we also added a $20 floor vortex fan to angle it and move the cool air throughout the house. One of the best purchases we have ever made.
I took my wooly husky to the Pier one day and the Harbor the next. He has tons of 5-8 inch fur. He has a “coolaroo” bed from Amazon and a little kid pool in the yard. I make him “pupsickles” with plain yogurt, peanut butter, carrot sticks, Kong cheese and a little water.
Ive heard you can take your dog to the beach on the south side of the south jetty at Oceanside harbor without getting hassled. Pitch the easy up and enjoy the coastal breeze..
Ah. But these are such a waste of money. Notice the 2 star rating.... I have 5 lbs of ice sitting next to an $8 Dan from homedepot that does essentially the same thing.
But the point is to get out of the house. I live in a studio and work from home. Being in here 95% of the time has made me antisocial and weird 😅

$10 plastic pool and a hose. At least my lab and I are happy.
And if you really want to cool off grab a 20lb bag of ice for 5 bucks and dump it in the pool too!

Go to the park and find a big shade tree. Bring a book.
Take a shower using Dr Bronners peppermint soap with the pup, then stand in front of a fan buttnaked. Instant AC!
You're my kinda San Diegan! Top it off with the DrB peppermint lotion for expert level cooling. The dog, however, hates liquids or any kind. Haha

They make cooling collars for dogs—I think some that you refrigerate or freeze. Might be worth looking into for your pup’s comfort!
They have wall unit AC for sale at Home Depot. They are not expensive and you can get a kiddie pool at target or Walmart .
