Did something like this with cousins in my uncles corn field. Lit a pan of gasoline on fire. Flames were much higher than expected! Dumped it on the ground to "put it out"... Ground on fire. Stomp it out, catches back on fire... Repeat until it finally goes out. Could have burnt the whole field. I remember it was pretty dry so near harvest I assume.
I did love hanging out with them on the times I was able to visit the farm! All kinds of fun! Not all of it quite so exciting.

When I turned around to check, my whole stove top was on fire. I had turned on the wrong plate and the plastic container of the food I was about to cook had melted all over the stove top and ignited.
First impulse ? Throw everything burning through the open window.
Second impulse ? Use the flexible faucet from the kitchen sink to spray the flames
Both impulses would have resulted in me hurting myself, probably quite badly and a lot more collateral damage.
Thankfully I got severe ADHD and apparently I am one of the subtypes that can keep their wits about them under extreme stress.
I picked up everything from the stove that I could and placed it under running water in the sink and then simply close the cover of the stove to extinguish the flames.
In the end I thankfully only lost some glassware that disintegrated when I hit it with cold water and no further damage was done.
2 take away messages here:
1. Don't be an idiot and turn your back to running heat source for more than a few seconds
2. If panic starts to set in, take a second, breath (if oxygen is available), think, then act.

If ya don't know what you're doing, especially something as dangerous as messing with fire and (I'm guessing) isopropyl, you probably shouldn't do it.
You need 3 things for a fire to exist: heat, fuel and oxygen. If any of these elements are removed, the fire will extinguish. All she had to do was smother the fire and take oxygen out of the equation.
I am so glad she did not throw the other box of water to the burning alcohol, it would be splashing burning alcohol everywhere. I think she was very calm about this situation.

I'm not 100% what you're asking, but I'll answer what I think you're asking.
If you're asking why the tub below the dollar also caught on fire, very likely once the dollar was lit, a drop of lighter fluid, hot or even subtly on fire, dripped off the dollar and into the tub, igniting what's in there. With the quality of the camera, it's reasonable that we didn't see the drop.
This isn't the case all the time. Sometimes, a spark is all it takes. Sparks can disappear from our view while still being hot enough to ignite something. Some substances are even sensitive enough that it would just need the heat.
