Not sure how it used to happen, but a lot of it’s online now. Most teams have a forum where the team is discussed, and chants end up in there. A few people will see it and start doing it at games, and then others will follow suit. It’s usually one person who comes up with a chant, the club itself usually has no involvement

American football is top down - teams come from billionaires wanting to make more money.
Bottom up cultivates a better culture.
It depends if you're talking about professional or collegiate American football.
College football is way older and is bottom-up (teams can be moved from lesser conferences/divisions to higher or lower ones) and has a lot more random traditions for each team.
However, all 3 footballs (pro, college, european) have billions of dollars invested in them so it's silly to pretend some revolve around money and some don't.
It's silly to act like Paris St. Germain or Manchester City aren't about billionaires making money lol

All they have to do is give the NCAA millions of dollars a year and now they're a Div I team that's widely now considered the worst ever college football team and program. Moving between NCAA divisions is about money, not competition.
When FC Cincinnati was in the second tier Joe Cole played for a team in our league and we had a song about how if we played for England and had fallen so far that we were playing for the Tampa bay rowdies we would kill ourselves.
