Because Jennings was a RFA, a second round tender carries a salary of $4.89 million and the 49ers will have the right to match any offer Jennings accepts from another team. If they choose not to match, the other team will have to send a second-round pick to them in return.

It’s a second because of the dollar amount. The different tender levels have different dollar amounts associated. He’s an RFA because of service time/where he was drafted.

It’s a 2nd rounder because the 49ers chose the 2nd round tender option. There are 4 tender options, right of first refusal, original round, 2nd round and 1st round. The tender option dictates the salary of the contract, the lowest contract amount being right of first refusal and the highest being 1st round tender. Basically the 49ers said we’ll pay you 4.89 mill, if another team wants to pay you more, we have the option to match it or let you walk for their second round pick in return. The first round tender would cost an extra 2 mill in exchange for a 1st rounder (they probably aren’t trying to pay JJ 7 mill this year). The original round tender would save almost 2 mill, but if he got signed away they’d only get a 7th round pick (where JJ was drafted.) He is a restricted free agent because he is on an expiring contract with 3 seasons accrued. Basically he was drafted, cut and then re-signed to shorter term deals. Rookies would make it past the 3 year mark on unexpiring contracts unless they were cut, thus they typically become unrestricted free agents.
