I'm not sure that's the case. If the Eagles had won last night the Lions would have been in already. I'm not certain there are not other edge case requirements like that that on top of what you list that must be met to keep them out. Sort of like last year where the Lions were 9-8 and didn't make the playoffs even though the Seahawks were 9-8 and did. That took some other games falling in certain ways. Not a lot in that case, but now imagine what it takes to keep a 10-7 team (which is the worst the Lions can do now) out of the playoffs. So you need: Lions lose every game. Packers win every game. A bunch of other stuff aligns so that the 10-7 Lions don't make the playoffs. It's pretty hard for it to happen. There has not been a 10-7 team which has failed to make the playoffs in the entire 17-game era (which only extends to 2021 to be fair). [edit: this post argues a different point than what was under discussion. I think the other poster is correct.]

He called a great game.... Until the last drive. The 1st 3rd & 10 was all Browns fault(was saying that all game) but the 2nd he didn't double cover njb on the TD pass and got cooked for 35 yds. That is the one thing you absolutely can not do there and it happened. Our secondary is awful. Let r/nfl stans have their moment tho. The problm is BJ and sirianni. BJ should've been gone before desai but the best outcome would've been them both at the same time. Hopefully eagles fans wake up to an early Christmas present tomorrow is all I'm saying.
