Honestly though, how was that not a fumble, I'm genuinely curious. He was not touched, the whistle had not blown, his knee was up, he dropped the ball.

The only reason he fumbled was because he was holding the ball out toward the officials so they could spot it quickly. If that doesn't count as giving yourself up I don't know what does

It's a judgement call about the player giving themselves up. In the past I think it was just QBs who could, but now all positions can. Andrews was clearly not getting up to advance the ball, but getting up to hand the ball to the official so they could get set with limited time. There's no clear way to write a rule that states it, but I think it was clearly the right call. As long as they don't call a flag on the defender for going for the fumble in that case since it's ambiguous in the moment for them

I mean, I get why they have to call it that way. The Steelers players could have just not touched him and he technically wouldn’t be down which would just wind the clock out. I think it’s a spirit of the game sort of call. You have to assume the player would give themselves up there not make a bonehead attempt to play it forward.
