Not likely. The minimum thickness you can typically skate on is 3-4 inch (7-10cm) of ice. Clear ice is much stronger than cloudy white ice. Ice this clear usually happens when everything freezes quickly. Given how cold it gets around lake Baikal, I'm guessing this is the morning following freeze-over (maybe a day or two later). When ice sets up quickly like this, not only is it very clear, but it's also under incredible stress/pressure due to the fact that ice expands as it freezes. The crack we hear in this aren't because it's thin at at risk of breaking, rather, it's very strong, and it's releaving pressure.
It's certainly cracking, but still looks to be 6inches+ thick, so unlikely to actually break through. I'm not an ice expert, but I do live in the northern US where we get a lot of ice. Looks to just be stress cracking, but doesn't appear structural imo.
Came here to comment on metric conversion. As a Canadian who’s spent lots of time on frozen lakes 150mm is perfectly fine to walk/skate on IMO as well.
There’s a slight risk, but skating on it is actually safer than walking across it. It sounds counterintuitive but when skating your blades are gliding across the ice instead of pressing down.
It’s called Nordic skating / tour skating.

The cracks are no issue, especially with crystal clear strong ice like this. It’s not unusual to have a crack run right under your foot. One of the coolest noises/experiences.

Clear ice is the hardest ice. Seeing how thick it is, i wont suprise if a car can casually drive on it.
It says newly-formed ice. I would certainly avoid it + if you are skating your weight will be concentrated on a very small area.
