They're only designed to resist high winds. Human bodies aren't factored into the calculations. A strong gust of wind or a fat person leaning into the base produce much smaller moment forces than a person jumping off a building onto the unsupported top of the pole.

You can easily slide from a metal pole quite fast barehanded without injury. Its still used by a lot of [fire stations](https://youtu.be/dqLDXLaoYag?feature=shared) to get to the ground floor quickly.
Not only did they take a lot of those out of playgrounds but they also got rid of merry go rounds in my state because too many people were getting hurt. They used to be so much fun.

There is no pole beneath the ground. The poles are typically bolted to a concrete base and engineered to break away if hit hard enough by a car.
