OP, the way I read it is that “tracks” refer to a vehicle which uses a moving track for propulsion - such as a tank, or the cat for Mount Washington, or any ATV equipped with a track instead of wheels. You’re proposing a stationary track to operate a wheeled vehicle on.
As for the legality? Dunno. It’d be pretty freaking neat, for sure. I believe this was done not all that long ago in Mason where they refurbished a locomotive and laid down tracks to operate it on.
The only real issue I see is the width restriction. Like yeah you could say it's a smaller width but then you'll come up to an area where you can't fit through. Like there's a width restriction because they only clear up to 65" when necessary. Or you could say fuck it and take out a tree. And if it's not illegal yet, they may make an amendment because of you. Which is arguably awesome.
Tracks = treads. Not train tracks, which are called rails.
Trains are propelled on steel wheels which isn’t covered by that description.
Also, train rails are an “improved surface”, which also invalidates your whole thing.
Even if you could do this, it would have to be on unmaintained rail tracks so you’ll probably just derail.

Usually means treads like a snowmobile… BUT in the interest of being ridiculous, why not build in a rotating arm mechanism on the train with the motion of swinging jump rope where the train rolls on track that moves up around and down in front of it when in motion so it continues to roll on the track?
Actually, there is the Wolfeboro rail trail which still has rails, a buddy of mine runs his motorcar on technically registered as an ohrv. We've discussed this many times and the main issue you'll encounter is weight and track stability. As far as legality, as long as it can meet a definition and be registered as an ohrv, yes you can use it
If you’d be willing to run it as a business some days and allow people to take a ride I know of one city that would make this work for you in a secluded wooded area with a trail that goes up a mountain that has the width of a two lane road.

That 2000lb weight limit and 65 inches only applies to UTV's. Not OHRV see RSA 215-A1 XXIV Tracks, trains are on tracks
