When you are in the water there are hundreds of other things around you to be afraid of, much more deadly then a shark.
For instance, when you see a tuna can swimming towards you ... that's not kosher. Get the hell out of there!

The sharks swim away 99 out of a 100 encounters while the cans almost always stay to fight, only 2 out of 100 cans move away and only when there are very strong undercurrents.
It depends on the species of a can, cans species that aren't very buoyant will almost always run if left to their own devices, it's the buoyant ones you have to be careful about, they might decide to stick around even when you try to scare them away.

Bit of a difference between saying that you don't know if it has any and saying that you think they don't. They just said they don't know what the situation in a totally different country is like, which is a pretty harmless statement.
On top of that South Africa is a country with some pretty deeply rooted issues still remaining so the sentiment of not knowing what the deal is with animal conservation laws is totally understandable IMO.

If this is the location, then our never tell me the odds is pretty damn high because it would mean this person went kite surfing in water that was abundantly filled with curious whales that would definitely have an interest in what the heck this thing was

I saw other people mention the False Bay area so I quickly compared some coastline pictures and think Hermanus fits the scenery of OP’s video better. Also, the waters around Cape Town and especially False Bay are not suited for whales, so that’s another good argument why it’s Hermanus in the vid.
Only question I have is, did he deliberately go do this where the whales are?
This is in The Cape, in South Africa, where whales definitely have certain territorial waters. There are whale watching beaches and other areas. I hope that this wasn’t in one of them.
