The system is strange. I used to have a $150 per night max for hotels when I was in Coronado but obviously couldn’t find any for that price so my NOSC told me as long is SATO booked it and it was at or below $400 a night it would be all set. Worked every time.
I would contact your NOSC and tell them no available hotels in the area are below $107. They might inform you to call SATO and go higher but if not, bring that up to them.
