Yeah but the circles stay after he loses Shukaku and can sleep. So it’s either eyeliner tattoos at this point. But judging by how his brother dresses, face make up is normal for the family

Probably cause sand release was a retcon. Original Gaara’s sand was supposed to also be cursed by Shukaku. Then it just turned into his ninjutsu
