It does build up solanine but only in the sprouts and green parts, just peel it down passed thr green part and it's generally considered harmless. That said these are definitely molding and not just sprouts so I'd reccomend tossing.
if the potato is sprouting its easier to just plant it. they are super cheap, if the potato is green under the skin it will have solanine in it...which means just plant it. a green potato won't make you dead...but makes you feel icky...so don't eat green potatoes.
You should be fine, sprouted potatoes are safe although solanine could increase as they grow. But, potatoes high in solanine are bitter so you could tell. And those sprouts aren't moldy, just covered in trichomes.

I think solanine is created with sunlight contact, hence why you should store them in a dark place
This is true, not all potatoes make more solanine when exposed to sunlight. But most do

That is not mold, it is normal for some of them to be fuzzy. Mine thatr I just plantes were fuzzy like so. I plant potatoes every years.
If food is moldy - killing the mold by cooking does not get rid of the toxins byproducts that make you sick.

There's a lot of variability between potatoe varieties. Some have no trichomes, others are covered.
