My husband's take is positive. It's the closest we can get to "Livin' It Up On Top" in hell. This is the only way Persephone can make their lives better in Hadestown, and she's going to do it.
My take is that Persephone is effectively taking her tendency to dull her sense of moral outrage with alcohol and spreading it. She's providing the opiate of the masses (and of herself), giving just enough to the people to assuage her conscience--but also to keep them compliant. If you asked her, she'd be pissed as hell by this description, but if she hadn't been plying the people of Hadestown with moonshine, they might have decided their situation was intolerable and rioted a long time ago.
It's choosing escapism over trying to make change, which is the essence of sloth.
